Mechanic, Police, Ambulance, Mafia — they all become managed businesses, with the framework's grades mapped onto Business ranks. Your roster shows up the same day you install the resource.
Granular permissions — employees.hire, treasury.withdraw, payroll.run, purchases.approve — bound to ranks, not to character names. Promote someone, their permissions update with them.
